This is the translation of the full text of the draft programme of Democratic Change Trend (RAG) published in Kurdish on Sbey website on 8 October 2008.

The Democratic Change Trend (RAG) will struggle for establishing a developed civil society in which the rule of law is protected, powers are separated, social justice is adopted and all individual freedoms are protected and all forms of human rights violations and corruption within Kurdish society are uprooted.

The Democratic Change Trend will work for achieving the following aims:

1.    Democratic aims:

1.1  Ensuring the individual rights in society

1.2  Ensuring freedom of expression, freedom of organisation and multi-party [system], freedom of strike, meetings, peaceful demonstration and free media.

1.3  Ensuring freedom of voting and standing for elections for all the legislative bodies of the state

1.4  Ensuring free elections for parliament, municipal and governorate councils.

1.5  Civil peaceful changeover of power according to the results of elections and Constitution.

1.6  Protection of human rights in line with international conventions and Human Rights Charter.

1.7  Ensuring equality between all citizens in Kurdistan in all areas of life, employment, and education without discrimination on the basis of race, gender, ethnicity, religion, sect, colour and political opinion.

1.8  Ensuring equality of men and women in law.

2.    Kurdistani aims:

2.1  Education our people in the spirit of Kurdistanism and establishing the ideas of Kurdistanism and self-determination.

2.2  Strengthening nationalist thinking and consciousness and strengthening the sense of Kurdish individual’s attachment to the land of Kurdistan and Kurdish nation.

2.3  Protecting Kurdish nation’s national security and defining red lines to all those groups and sides that might endanger the destiny of Kurdish nation.

2.4  Creating political, economical and cultural relations among the parts of Kurdistan.

2.5  Strengthening friendly relations and coherence among all Kurdistan’s political parties and groups (in all parts) and stopping any effort aiming at creating conflict and tension between Kurdistan groups by resorting to fighting and violence.

3. Aims at the level of south Kurdistan (Iraqi Kurdistan)

3.1 Establishing a democratic multi-party system in Iraqi Kurdistan that will approach      events and deals with the management of the country according to the Constitution.

3.2 Establishing the rule of law and the state of law and separation of legislative, executive and judiciary powers and ensuring social justice.

3.3 Preventing political parties from interference in legislative, executive and judiciary affairs and in universities, higher education and organisations of civil society.

3.4 Changing the system of the elections of the parliament, municipal councils and governorate councils in a way that they will be in line with the basic principles of democracy in the world and allow every citizen to participate and stand in elections so that these bodies become true representatives of the people and get rid of the monopoly of parties and families.

3.5 The return of Kirkuk and other areas of Iraqi Kurdistan to Kurdistan Region.

3.6 Organisation of relations between Kurdistan region and central government in Baghdad in a way that will protect the sovereignty of Kurdistan Region and ensure all the national rights in the Constitution.

4. Political aims:

4.1 Ensuring the freedom of expression and organization of political life within the framework of the higher interests of the people of Kurdistan

4.2 Fighting corruption in all the government and party bodies and institutions in Kurdistan and bringing all those people to account who are using party and government power and position for their own individual, family and household interests.

4.3 Implementing the principle of ‘right people for right positions’ and the principle of change-over in all government posts according to democratic and civil principles.

4.4 Setting up independent monitoring and accountability bodies in all areas of the management of the affairs of people

4.5 Transparency in political decisions about all the destiny-making issues with the effective participation of people and their representatives in parliament.

4.6 Benefiting from the political and administrative experience of the developed countries in the world and apply their standards for assessing the conduct and actions of Kurdish officials.

4.7 Establishing a norm that all Kurdish officials will be forced to declare their personal wealth and property before taking any political, administrative or government post before and after leaving the post.

4.8 Bringing all those people to account, who have abused their party and government authority to create wealth and property for themselves and the members of their families and households.

4.9 Separation of religion and other [political and social?] aspects.

4.10 Valuing the human resources of the Kurdish nation especially the Kurdish communities abroad and taking advantage of these resources by devising a long-term strategy to make effective use of them for the purpose of the strategic aims of our people and encouraging and facilitating the return of hundreds of thousands of Kurds abroad to return to Kurdistan after all the requirements of education, employment and services are made available to them.

4.11 The establishment, training and making available all the hardware and equipment needs of a unified national army in Iraqi Kurdistan to undertake the responsibility of the protection of Kurdistan and its achievements.

4.12 Disallowing party militia under whatever name and excuse.

5.  International aims

5.1 Establishing and strengthening friendly relations with all the neighbouring countries of Kurdistan and creating a proper ground for peaceful co-existence and recognition of mutual rights and co-operation with them.

5.2 Establishing friendly relations with neighbouring countries of Kurdistan on the basis of non-interfering in each other’s affairs and eradication of the reasons of tension and conflict with them.

5.3 Establishing and developing relations with Social International and adopting the principles of social democracy in party affairs and the management of the affairs of the country.

6. Environmental aims

6.1 Protecting the environment of Kurdistan and co-operation with international organisations for this purpose and abiding by all the international conventions and agreements for the protection of environment and the planet for next generations.

6.2 Making plans for the creation of electricity energy through the use of water resources and other natural resources of Kurdistan and planning for reducing dependency on oil as a source of energy,

7. Economic aims

7.1 Devising strategic plans for economic development in Kurdistan.                          
7.2 Allowing free market and planning for the development of private and public sectors.                                                                                                                                               

7.3 Building villages according to a proper plan by collecting dispersed villages in an appropriate place near them and making available roads, water, electricity and other necessary services and establishing industrial, agricultural and animal-breeding projects that suit the needs and conditions of these villages.

7.4 Devising master plans for reconstructing and modernizing Kurdistan’s cities.

7.5 Devising strategic plans for reducing administrative over-staffing which is behind many economic, social and administrative problems.

7.6 Devising strategic plans for exploiting the natural resources of Kurdistan in areas of extraction, production and management.

7.7 Utilizing water resources in Kurdistan and building dams and proper irrigation projects that suit the nature of Kurdistan.

7.8 Encouraging and developing small and medium economic and industrial projects and meeting the financial and logistical needs of such projects.

7.9 Opening institutes and education and training centres to create expert cadres and skilled workers in areas of technology, the service sector, agriculture and industry for the development of the economy of the private sector.

8. Social aims

8.1 Taking care of the education of children and meeting the needs of health care, social welfare and education for them

8.2 Reviewing education programs in all the stages of education and devising strategic plans for their development in a way that suits the special conditions of Kurdish society and takes account of the level of technological and scientific progress in the world.

8.3 Raising the scientific standards of universities in Kurdistan and meeting their needs for teachers and equipment.

8.4 Reviewing the system of health and health programmes in Kurdistan and meeting the needs of the population of Kurdistan in terms of hospitals, health centres, doctors, and nurses.

8.5 Making available living and social security allowances for the disabled, the elderly, and all those who are unable to work because of social conditions or health reasons. This should include all the victims of anfal and chemical bombardments in Kurdistan.

8.6 Making available living allowances for all children of Kurdistan until the age of 16.

8.7 Reducing the differences between the city and village by the provision of roads, electricity and water in all Kurdistan villages and meeting all educational and health needs.

9. Cultural aims

9.1 Paying attention to national heritage and culture of Kurdistan and reviving them

9.2 The revival and development of Kurdish national games and incorporating them into school curriculum.

9.3 Paying attention to sports and developing them.

9.4 Working for the unification of Kurdish alphabet and developing standard Kurdish language.
