Statement by the presidential office of Dr Kamal Mirawdeli on the first meeting of the new Kurdistan parliament

On 20th August 2009 the newly-elected
parliament held its first meeting in which
the new members took their legal oath
and Masud Barzani did the same as the
re-elected president of the region. Then
unexpectedly and in line with a pre-
organised scenario, the speaker of
parliament, deputy speaker and
secretary were elected unopposed.
Then the new speaker Kamal Kirkuki,
who was deputy speaker in the previous parliament, read a pre-written speech in which he stated the policy of the Kurdistani List on the constitution and the role of parliament.  The opposition parties had made no preparations  and they failed to nominate their own speaker for election and they also failed to ask for an equal opportunity and time to state their own different position in response to the speech made by the speaker of parliament who represents the Kurdistani list as it is the norm in the democratic parliamentary system. The scenario ended with an invitation to the MPs for a presidential lunch!

It is quite natural that a political power that has maintained its corrupt power through a fraud coup against the democratic process should use any tactic and plan to strengthen its position and further ridicule the method and mechanisms of democracy in Kurdistan. But what came as a surprise and great shock to people was the way the members of Gorran (Change) and Reform lists accepted this scenario of power in such a silent and submissive way as a reward to its fraud coup against the democratic process in Kurdistan.

We would like to explain the following points to the masses of our people:
1. It is regrettable that none of the opposition parties has more or less, directly or indirectly objected to or even mentioned the massive fraud operations in the presidential balloting which occurred in the daylight and with the full knowledge of monitors and the citizens of Arbil. We expected that even the Patriotic Union of Kurdistan (PUK) would not condone 70 per cent of the votes allegedly gained by Barzani which is 17 per cent higher than the 57 per cent of the votes gained by the joint PUK/KDP Kurdistani list. It is astonishing that while all the political parties and their media were stressing the importance of the political process in Kurdistan, they refrain now from mentioning the name of Dr Kamal Mirawdeli who has, save the fraud, won more than 60 per cent of the votes of the Kurdish people in Kurdistan region and he is by all the criteria of truth, right and justice the legitimate elected president of Kurdistan region. People of Kurdistan were expecting that their elected representatives in parliament would as opposition reflect their will and would clearly state their criticism and reservation about the declared results of parliamentary and presidential elections. As the weakest position they should have registered that they had great reservations about the results of the presidential and parliamentary elections and they did not find the higher electoral commission an independent and impartial body but they chose to take their seats in parliament in order to solve all the problems within the framework of the parliament.

2, The two months' period of campaigning in Sulaymaniya and Garmiyan made people crush the walls of phobia and develop a great hope in the democratic process and democratic future of their country. But the fraud coup in Arbil was a criminal aggression against the freedom-loving and democracy-seeking will of the Kurdish people. To confront this aggression the masses of Kurdistan were ready to pour to the streets in hundreds of thousands in mass demonstrations against fraud and illegitimate power. It was the view of Dr Mirawdeli not to squander this historical opportunity of the initiative and enthusiasm of Kurdish masses for peaceful uprising and to lead it courageously until the victory of people’s democratic will. But Dr Mirawdeli did not receive support from the opposition and furthermore he did not have access to any TV channel to deliver a two minute message to people to start peaceful civil democratic demonstrations.

3. People’s mass demonstrations would have had the most important effect of showing to the whole world two separate fronts: the front of people and the majority of voters who were prepared to defend their democratic will, true representatives and legitimate elected president; and the front of political power which worked to impose its will through fraud coup, threat, stopping the livelihood of people and deals in dubious dark rooms. It is very much regrettable and totally disappointing that the opposition instead of trying to separate this historical line and unequivocally join the front of people, they took this unique historical opportunity away from people on the sick excuse of avoiding internal conflict and they chose to join the front of the fraudulent political power and dealt a deadly blow to the will and hope of people and made people lose their hopes again.

4. The compromise of the opposition vis-à-vis this obvious coup and weakening the enthusiasm of the people as a result of this, did not lead to prevent but rather encouraged the savage attacks by the power against the headquarters and centres of the opposition parties. But they were capable to very easily swallow this aggression and insult too leading to the ridiculous first session of the parliament. On the other hand, this humiliating compromise only increased the sacking and humiliation of the supporters of Gorran/Change list.

5. We believe that the true opposition must remain people and Kurdistani street. By accepting the absolute fraudulent majority of the Kurdistani list, the Change and Reform lists have given democratic legitimacy to a fraudulent, corrupt and anti-democratic power and have put themselves in a corner where apart from a weak voice they cannot do anything unless they compromise further at the expence of people’s demands and democratic principles and values. That is why it is very important that the opposition will take back he political initiative from the Kurdistani list and should be prepared to resort to the people and Kurdish street to oppose social injustice, the continuing occupation of people’s lands, wealth and budget by dynastic parties and in order to improve the living conditions of people.
