Anecdotal detection of who attacked the Kurdish villages

According to a live and free report from Qandil Mountains, few Kurdish villages were attacked on December 16, 2007 by some unusual creatures from Turkey and killed about 170 livestock. One might conclude it might have been a battle between livestock of two countries.
However, the repot does not clarify if the attacker were also of the same species or not.
Since livestock are not offensive to other creatures, it is reasonable to assume that the attackers were of a wild species. Considering the region has been protected form wild creatures since 1990s, the attackers must have been domestic animals. Among the domestic animal dogs are known for attacking others. Then again normal dogs are not aggressive, unless they are rabid or trained for violence. There is no indication of an outbreak of rabies in the area. Everything considered the most likely creatures that attacked the livestock in Kurdish villages were trained dogs from Turkey.
Trained dogs are usually leashed and one would wonder what happened suddenly on December 16th, 2007. According to collateral information, the dogs have been ready to attack, but the key to their leashes had been kept in a white house far away. Reportedly few weeks earlier a servant found his way to that house and borrowed the key to unleash the dogs.
After their attack the dogs had some meat and seem to be quiet now. Possibly they are leashed again, otherwise we might have to notify the animal protective services to numb and leash them before they are hungry again. Any international organization can do the job, except for Naughty Animal Tranquilizing Organization or its acronym which is too biased and favors unleashed dogs.
